The term "consumer" as used in the Act means an actual human being, not a business, partnership or group of any type. This definition is important because the Act is intended to apply to reports about individuals, not reports about businesses. A portion of Section 603 of the Fair Credit Reporting Act as amended is reproduced below for illustration.

Definitions; rules of construction

(a) Definitions and rules of construction set forth in this section are applicable for the purposes of this title.

(b) The term "person" means any individual, partnership, corporation, trust, estate, cooperative, association, government or governmental subdivision or agency, or other entity.

(c) The term "consumer" means an individual.
