The term "consumer" as used in the Act means an actual human being, not a business, partnership or group of any type. This distinction is important because the Act is intended to apply to reports about individuals, not necessarily to reports about businesses.
Additionally, the Fair Credit Reporting Act, as amended, includes the term "person" when it speaks about the application of the law. The term "person" as defined appears to apply to any and every individual, group, business, partnership, or other entity.
In a very general conclusion, while the subject matter of the law is only reports about individuals, the law may apply to everyone, every group, and every entity. A portion of Section 603 of the Fair Credit Reporting Act, as amended, is reproduced below for illustration purposes only.

Definitions; Rules of Construction
(a) Definitions and rules of construction set forth in this section are applicable for the purposes of this title.
(b) The term "person" means any individual, partnership, corporation, trust, estate, cooperative, association, government or governmental subdivision or agency, or other entity.
(c) The term "consumer" means an individual.
