What is HIPAA?

The Health Insurance Portability and Accountability Act of 1996   was passed by Congress long ago. Why is it becoming a popular subject again now? In 1996, HIPAA "Portability" provisions made health insurance more "portable" by setting rules for exclusions for pre-existing conditions. Other provisions were delayed until many years later.
