Most Vehicles Require Registration and Title Every owner of vehicle subject to registration must apply for registration and issuance of certificate of title upon appropriate forms furnished by the Commissioner of Motor Vehicles.

Application Requirements Each application must be signed with pen and ink, and acknowledged by owner before a person authorized to administer oaths. The application must contain name, bona fide residence, and mailing address of owner, or business address if a firm, association, or corporation, a description of the vehicle, and identification numbers. If the vehicle is new, an approved manufacturers' certificate of origin must accompany the application for license and title. Arkansas Code Section 27-14-607 permits alternative registration procedures.  Beginning  January 1, 1998, the director is authorized to allow vehicles to be registered for a renewal period of two-years, and to implement other methods of streamlining registration procedure.
Perfection of Liens on Motor Vehicles No conditional sale contract, conditional lease, chattel mortgage, or other lien  upon a vehicle subject to registration, other than a lien dependent upon possession, is valid as against creditors of owner acquiring lien by levy or attachment, or subsequent purchasers or encumbrances, with or without notice, until requirements of this subchapter are met. Motor Vehicle Industry Licensing It is unlawful for any person to engage in business as, or serve in capacity of, or act as a new motor vehicle dealer, motor vehicle salesman, motor vehicle lessor, manufacturer, distributor, factory branch or division, distributor branch, factory representative, or distributor representative, second-state manufacturer or converter, as such, in the state of Arkansas without first obtaining a license, regardless of whether or not person maintains or has a place of business in state. Federal law requires that seller and buyer certify the odometer reading of vehicle less than ten years old.
