Most Vehicles Require Registration and Title  No person may drive or move upon any highway any vehicle required to be registered without current registration and plates. However when application is properly made for registration and certificate of title for vehicle and is accompanied by proper fee, vehicle may be operated temporarily pending complete registration upon displaying a document approved by Department. Certificate With Evidence of Ownership When satisfied that applicant for title is owner of the motor vehicle, the Department issues in name of owner a certificate bearing serial number and signature of the Secretary, under the seal of the Secretary's office. The certificate of title contains the same information as required upon face of the registration card except period of registration. See Delaware Code section 2306
Documentation For Liens Every application for a certificate of title must have permanently attached a duplicate original of every conditional sales contract, chattel mortgage, lease, note or other written agreement by which any lien or encumbrance is sought to be secured upon vehicle.   This requirement is waived if the Department already has the lien information or if lien information is available on out-of-state title exchanged for a Delaware certificate. No Additional Uniform Commercial Code Filing Required Where a vehicle lien is required to be filed and noted on certificate of title pursuant to this title, no additional filing is required under Article 9 of the Uniform Commercial Code. See Delaware Code section 2333.
