Vehicle Regulation It is declared to be the policy of this Commonwealth that all commercial vehicles should be regulated, registered, and the laws pertaining thereto be administered by the Transportation Cabinet. Motor vehicles other than commercial vehicles should be registered, regulated, and controlled by the Transportation Cabinet and the Justice Cabinet. See  186.005
Vehicle Transfer Procedure  If an owner transfers interest in vehicle, he must, at time of delivery of vehicle, execute an assignment and warranty of title to transferee on certificate of title or application as provided by Department of Vehicle Regulation and available from the county clerk. The transferor must cause application with certificate of title attached to be delivered to transferee. Except as otherwise provided in this chapter, transferee must, promptly after delivery to him of vehicle, execute the application for a new certificate of title and registration. Any unexpired registration remains valid upon transfer of vehicle to transferee. 186A.215
Documents To County Clerk 15 Days The application with supporting documentation attached shall promptly be submitted to the county clerk as provided in KRS 186A.115, together with the required fees. If it comes to attention of transferor that transferee did not promptly submit the necessary document within fifteen (15) calendar days to the county clerk as required by law to complete transfer transaction, transferor shall submit to county clerk, in his county of residence, an affidavit that he has transferred his interest in specific vehicle, and clerk shall enter appropriate data into the AVIS system which restricts any registration transaction from occurring on vehicle until transfer has been processed. 186A.215
Transfer Requires Taxes Paid, Lien Released, Proof of Insurance and Notarized Affidavit The county clerk may not transfer registration on any motor vehicle or trailer against which a tax lien has been filed until the taxes have been paid and lien has been released, and  transferee presents proof of insurance in compliance with KRS 304.39-080 and KRS 186.190. If a notarized affidavit is required and available under KRS 138.450, county clerk may not transfer registration of a motor vehicle unless the notarized affidavit attesting to the total and actual consideration paid or to be paid for vehicle is presented to clerk at time of transfer. If a notarized affidavit is required but is not available, the county clerk shall contact the Revenue Cabinet to determine the "retail price" of the vehicle and any taxes due prior to transferring the vehicle. 186.232
Title Without Registration Except as otherwise provided, the state resident owner of a vehicle as defined in KRS 186.010(8)(a), manufactured home, or trailer which will not be operated upon the highways of this state shall within fifteen (15) days apply for and obtain a certificate of title in his name. He shall not, however, be required to obtain a certificate of registration until the vehicle, manufactured home, or trailer is to be operated upon the highways of this state. 186A.070
