Certificate of Title Required A person buying a vehicle does not receive marketable title from the owner, whether such owner be a dealer or otherwise, until the purchaser shall have obtained a certificate of title to said vehicle. However, the Vehicle Certificate of Title Law is to be construed to have effect that such a chattel mortgage be complete and effective as to all persons from time of execution by the parties if the mortgage is received and such receipt is validated by the office of the commissioner within fifteen days after the date of execution. See Revised Statutes of Louisiana 32:706
Authentic Act The time of execution will be date of execution before a notary public or other duly authorized officer. If accomplished by duly acknowledged private act, date of signing by parties is time of execution. If chattel mortgage is not received and such receipt is not validated by the office of the commissioner within fifteen days after date of execution, it is complete and effective as to all persons from date of notation of chattel mortgage on face of certificate of title for vehicle by commissioner. Title 46, Professional and Occupational Standards, Part V, Subpart 1, Motor Vehicle Commission

No one not excepted by R.S. 32:1252(3) shall engage in business in the capacity of motor vehicle dealer or motor vehicle salesman, or manufacturer, distributor or wholesaler of motor vehicles, or factory branch, distributor branch, or factory representative or distributor representative, in Louisiana without first obtaining a license for the particular capacity under the provisions of the Louisiana Motor Vehicle Commission Law (Revised Statutes 32:1251-1260, relative to the distribution and sale of new or unused motor vehicles).
