Requires Certificate of Title   Except as provided in section 652, the "Maine Motor Vehicle Certificate of Title and Antitheft Act."  applies to a vehicle at first registration or when a change of registration is required by reason of a sale for consideration 29A Section 651
Certificate of Salvage The Secretary of State may issue a certificate of salvage upon surrender of a certificate of title and evidence that a vehicle was declared a total loss by an owner or an insurance company
Certificate of Lien The Secretary of State shall assign a lien to the first named lienholder, when a certificate of title or a certificate of salvage names a lienholder.
Secretary of State May Require Evidence and Original Documentation Notwithstanding any other provision of this Title, the Secretary of State may require a certificate of lien, certificate of title or certificate of salvage when necessary to perfect a lien. 29A Section 651-A
Assignment Required For Transfer If an owner transfers an interest in a vehicle, other than by the creation of a security interest, owner must execute, at time of delivery of vehicle, an assignment and warranty of title to transferee in the space provided on certificate or as the Secretary of State prescribes. The warranty must include the odometer information required by section 752. See 29A Section 662
Delivery of Certificate By Owner The owner must deliver the certificate and assignment to transferee or to the Secretary of State. Except as provided in section 664-A, owner must provide transferee with a properly released certificate of lien if one was issued to a lienholder. A transferee other than a dealer licensed under chapter 9 must obtain a title in the transferee's name before transferring the vehicle to another person. If a security interest is reserved or created at time of transfer, the certificate must be retained by or delivered to lienholder. The parties must comply with sections 701 and 752. See 29A Section 662
Delivery of Certificate by Lienholder Unless the transfer was a breach of security agreement, upon request of owner or transferee, a lienholder in possession of the certificate of title, certificate of salvage or certificate of lien must deliver a certificate to transferee or, upon receipt of the assignment, the application for a new certificate and the fee, the lienholder must deliver them to the Secretary of State. The delivery of the certificate does not affect the rights of a lienholder. See 29A Section 662
Effective Compliance and Liability Except as provided in section 664-A, and between the parties, a transfer by an owner is not effective until the provisions of this section and section 665 have been fulfilled, and the required fees have been paid. An owner who has delivered possession of the vehicle and has complied with this section and section 665 is not liable thereafter as owner for damages resulting from operation of the vehicle. See 29A Section 662

Dealers Licensed A person may not engage in the business of buying, selling, exchanging, offering to negotiate, negotiating or advertising a sale of vehicles unless that person has been issued a license under this subchapter. Violation of this subsection is a Class E crime. See 29A Section 951
