Certificate of Title Required For Transfer  No person, except as provided in section 60-103, covering new vehicles with certificate of origin, may sell or otherwise dispose of a motor vehicle, commercial trailer, semitrailer, or cabin trailer without   delivering to transferee of such vehicle or trailer, a certificate of title with assignment as may be necessary to show title in purchaser, and having affixed to vehicle, pursuant to section 60-105, its vehicle identification number if it is not already affixed, nor purchase or otherwise acquire or bring into this state a motor vehicle, commercial trailer, semitrailer, or cabin trailer except for temporary use. Certificate Must Be Properly Assigned No purchaser or transferee may receive a certificate of title which does not contain such assignment as may be necessary to show title in purchaser or transferee. Possession of a title which does not meet this requirement is prima facie evidence of a violation of this provision, and such purchaser or transferee, upon conviction, shall be subject to penalties provided by section 60-117. Registration Required   No motor vehicle, trailer, semitrailer, or cabin trailer, unless otherwise expressly provided, may be operated or parked on the highways of this state unless the vehicle is registered in accordance with Chapter 60, article 3. There shall be a rebuttable presumption that any vehicle stored and kept more than thirty days in the state is being operated or parked on the highways of this state and shall be registered in accordance with Chapter 60, article 3, from the date of title of the motor vehicle or, if no transfer in ownership of the motor vehicle has occurred, from the expiration of the last registration period for which the motor vehicle was registered. Application To County Treasurer Every owner of a vehicle required to be registered shall make
application for registration to the county treasurer of the county in which the vehicle has situs as defined in section 60-3001. The application shall be a copy of a certificate of title or, in case of renewal of a registration, the application shall be the previous registration certificate. The application for registration of a motor vehicle must be accompanied by proof of financial responsibility or evidence of insurance covering the motor vehicle. See Nebraska Statutes 60-302

Licensing Required In Industry No person may engage in business as or serve in capacity of, or act as a motor vehicle, trailer, or motorcycle dealer, wrecker or salvage dealer, salesperson, auction dealer, manufacturer, factory branch, factory representative, distributor, distributor branch, or distributor representative in  Nebraska without being licensed by the board under the provisions of Chapter 60, article 14. No salesperson's license is issued to any person under age of sixteen, and no dealer's license issued to any minor. No wrecker or salvage dealer's license issued or renewed unless applicant has a permanent place of business at which activity requiring licensing performed and which conforms to all local laws. See Nebraska Statutes Section 60-1403.01
