| Apply Within 30 Days Certificate of Title Every owner of a vehicle which is in this state and is not excluded from provisions of this title by section two thousand one hundred two, and for which no certificate of title has been issued by the commissioner shall make application to the commissioner for a certificate of title of the vehicle within thirty days after transfer to him of the vehicle. (b) The commissioner shall not register or renew the registration of a vehicle unless a certificate of title has been issued by the commissioner to the owner or an application therefor has been made by the owner and delivered to the commissioner. | Registration Expires When Ownership Transfers, License Plates When ownership of a motor vehicle is transferred , the registration expires, and the seller, must remove the number plates from the vehicle. The seller may register another vehicle and use the same plates, if appropriate, upon making application for such registration, paying a transfer fee, and any additional sums for new vehicle. | Temporary Registration Under Section 420-a, certain automobile dealers may issue a temporary registration for a vehicle, which registration permits operation as a duly registered vehicle for a period of thirty days from the date of issuance, may be extended by the commissioner for an additional thirty days. | New York State Consolidated Laws Personal Property Article 9 Motor Vehicle Retail Instalment Sales Act "Retail instalment sale" or "sale" means a sale, other than for a commercial or business use or for the purpose of resale, of a motor vehicle by a retail seller to a retail buyer for a time sale price payable in two or more instalments, payment of which is secured by a retail instalment contract. The cash sale price of the motor vehicle, the amount, if any, included for insurance, official fees and credit service charge shall together constitute the time sale price. |
