Certificate of Title Required The owner of every vehicle in state must possess a certificate of title as proof of ownership and every vehicle must be registered in name of owner. Such registration and license fees apply to every vehicle operated upon, over, along or across any avenue of public access within state and when paid in full, are in lieu of all other taxes, general and local, unless otherwise specifically provided. See Oklahoma State Statutes Section 47-1103
Sections 4 through 58 of this act are known as the "Oklahoma Vehicle License and Registration Act"  Section 47-1101
Transfer Requires Endorsed Certificate In the event of sale or transfer of ownership of a vehicle for which a certificate of title has been issued as provided by Section 1105, holder of certificate must endorse a complete assignment with warranty of title in form printed on certificate, with a statement of all liens or encumbrances on vehicle, sworn to before a notary public or other person authorized by law to take acknowledgments, and deliver same to purchaser at time of delivery to purchaser of vehicle. See Oklahoma State Statutes Section 47-1107
The seller may notify the Oklahoma Tax Commission of the sale, transfer or assignment of owner's title or interest in vehicle giving the date, name and address of owner and of transferee, and description of vehicle on forms provided by the Commission and signed by both parties. Upon receipt of such notice, the Commission shall appropriately file and index the sale, transfer or assignment. See Oklahoma State Statutes Section 47-1107 
Assigned Certificate To Commission Within 30 Days The purchaser, unless such person is a bona fide used motor vehicle dealer licensed by state, must, within thirty (30) days from time of delivery to purchaser or transferee of vehicle, present the assigned certificate of title and insurance security verification to vehicle to the Oklahoma Tax Commission, or one of its motor license agents, accompanied by a fee of Eleven Dollars ($11.00), together with any motor vehicle excise tax or license fee that may be due. Thereafter, a new certificate of title, will be issued to assignee. See Oklahoma State Statutes Section 47-1107    
Dealer Must Deliver Executed Certificate A licensed dealer must, on selling or otherwise disposing of a vehicle, execute and deliver to purchaser the certificate of title properly and completely reassigned.  The purchaser of vehicle must then present reassigned certificate to the Commission, or a motor license agent, accompanied by a fee, and any motor vehicle excise tax or license fee that may be due, before a new certificate of title is issued to purchaser.  The certificate, when so assigned and returned to the Commission, together with any subsequent assignment or reissue, is filed and indexed to permit tracing of title to vehicle designated therein. See Oklahoma State Statutes Section 47-1107

Dealers Must Be Licensed It is unlawful and constitutes a misdemeanor for any person, firm, association, corporation, or trust to engage in business as, oror act as a used motor vehicle dealer, used motor vehicle salesperson, wholesale used motor vehicle dealer, or a manufactured home dealer in this state withoutfirst obtaining a license as provided in this section. §47-583
