Certificate of Title Is a Requirement  The owner of a motor vehicle registered in Texas may not operate or permit the operation of vehicle on a public highway until owner obtains a certificate of title for the vehicle. If a person has reason to believe that owner has not obtained a certificate of title for the vehicle, that person may not operate vehicle. Owner of vehicle required to be registered, must apply for certificate of title of vehicle before selling vehicle. Vehicle may be operated on public highway with dealer license plate or a dealer's or buyer's temporary cardboard tag attached to vehicle. Sec. 501.022
Perfection of Security Interest Except for vehicles held by dealer as inventory for sale, a person may perfect a security interest in a motor vehicle that is the subject of a transfer only by recording the security interest on the certificate of title as provided by chapter 501.  A person may perfect a security interest in a motor vehicle held as inventory by a person in the business of selling motor vehicles only by complying with Chapter 9, Business & Commerce Code. Dealer Distinguishing Numbers A person may not engage in business as a dealer, directly or indirectly, including by consignment, without dealer general distinguishing number in one of six categories listed in Section 503.029 for each location. See Transportation Code Section 503.021
