Title and Registration Requirements With limited exceptions, every person who owns a motor vehicle, trailer or semitrailer, or attorney-in-fact authorized by person, must, before vehicle is operated on any highway in Commonwealth, register with the Department, and obtain a Virginia registration card and certificate of title for vehicle. Person applying for registration must provide Department with either home or business street address of owner of vehicle being registered. See Code of Virginia Section 46.2-600 from Virginia Code Commission.
Apply To Department Within 30 Days Every person residing in the Commonwealth who owns a motor vehicle, trailer, or semitrailer, or his duly authorized attorney-in-fact, must, within thirty days of purchase or transfer, apply to the Department for a certificate of ownership. See Code of Virginia Section 46.2-600
Within 30 Days Same As Purchase Date If application for registration or recordation of a security interest to be placed on a motor vehicle, trailer, or semitrailer is filed with Department within thirty days from date of applicant's purchase of  vehicle, it is considered as valid as to all persons, including the Commonwealth, as if registration had been completed on date security interest was acquired. Chapter 15 - Motor Vehicle Dealers
Vehicle Dealer Licensing Required It is unlawful for any person to engage in business in the Commonwealth as a motor vehicle dealer or salesperson without first obtaining a license.   It is also unlawful for any person to engage in business in the Commonwealth as a manufacturer, factory branch, distributor, distributor branch, or factory or distributor representative without first obtaining a license as provided in Chapter 19, starting with Section 46.2-1900. A person licensed in another state as a motor vehicle dealer may sell motor vehicles at wholesale auctions in the Commonwealth, after obtaining a certificate of dealer registration. The offering or granting of a motor vehicle dealer franchise in the Commonwealth constitutes engaging in business in the Commonwealth for purposes of section. Violation of section may constitute a misdemeanor. See more detail in Code of Virginia Section 46.2-1508
