Vermont Residents Must Register Vehicles Residents of Vermont, as defined, with limited exceptions, must annually register motor vehicles owned or leased for a period of more than thirty days and operated by them, unless currently registered in Vermont. A person may not operate a motor vehicle nor draw a trailer or semi-trailer on any highway unless such vehicle is registered as provided in this chapter. See Vermont Statutes Title 23, Section 321.
Registration Expires, Number Plates Removed On Transfer Upon transfer of a registered motor vehicle, its registration expires. The previously registered owner of transferred vehicle must immediately return direct to commissioner, the registration certificate assigned to transferred vehicle, with date of sale and name and residence of new owner endorsed on back. However, the commissioner may accept other satisfactory evidence of the required information. The transferor must forthwith remove the registration number plates from transferred vehicle, and may attach the same to another unregistered motor vehicle owned by him or her.
Seller Must Follow Time Rules In Transfer or Return of Registration Plates Upon the transfer of registration plates from a vehicle, with registration expired by transfer, as above, to another vehicle, owned by transferor, the owner or operator will, for a period of 30 days, not be subject to fine for operation of the latter motor vehicle without proper registration certificate, provided that within twenty-four hours of transfer, application is made for transfer of registration number plates. If an application for transfer is not so received by commissioner, the number plates must be returned to the commissioner at the end of five days after transfer.
Assignment of Certificate Required For Transfer If an owner transfers his interest in a vehicle, other than by the creation of a security interest, owner must, at time of delivery of vehicle, execute assignment and warranty of title to transferee on certificate or approved form, note odometer statement reading at time of delivery on certificate, and cause certificate and assignment to be mailed or delivered to transferee or to the commissioner. Holder May Be Required To Make Certificate Available  Upon request of owner or transferee, lienholder with possession of certificate of title must, unless transfer is a breach of security agreement, either deliver certificate to transferee for delivery to commissioner or, upon receipt from transferee of owner's assignment, application for new certificate and required fee, mail or deliver to commissioner. Delivery of certificate does not affect the rights of lienholder. See Vermont Statutes Title 23, Section 2023
Transfer, Compliance and Risk of Loss Except as provided for dealers in section 2024 and as between the parties, a transfer by an owner is not effective until provisions of this section have been complied with. However, an owner who has delivered possession of vehicle to transferee, and has complied with the title transfer and other provisions of section 2023 of this title requiring action by him, is not liable as owner for any damages thereafter resulting from operation of vehicle. Certificate To Lienholder If a security interest is reserved or created at the time of the transfer, the certificate of title shall be retained by or delivered to the person who becomes the lienholder, and the parties shall comply with the provisions of section 2043 of this title. Dealer's Certificate A new car or used car dealer or finance dealer may make application, under oath to commissioner upon approved forms, for a general distinguishing number for such motor vehicles. If the commissioner is satisfied that applicant meets all the requirements, and is qualified to engage in such business, the commissioner may issue to applicant a certificate of registration containing name, place of residence and address of such applicant, the general distinguishing number assigned, and such further information as the commissioner may determine.
