| Certificate of Ownership Needed For Registration No vehicle license number plates or certificate of license registration, whether original issues or duplicates, may be issued or furnished by department unless applicant, at same time, makes satisfactory application for a certificate of ownership or presents satisfactory evidence that such a certificate of ownership covering vehicle was previously issued. | RCW 46.12.050 Issuance of certificates--Contents. The department, if satisfied from the statements upon the applicationthat the applicant is the legal owner of the vehicle or otherwiseentitled to have a certificate of ownership thereof in theapplicant's name, shall issue an appropriate electronic record ofownership or a written certificate of ownership, over thedirector's signature, authenticated by seal, and if required, a newwritten certificate of license registration if certificate oflicense registration is required. The certificates of ownership and the certificates of licenseregistration shall contain upon the face thereof, the date ofapplication, the registration number assigned to the registeredowner and to the vehicle, the name and address of the registeredowner and legal owner, the vehicle identification number, and suchother description of the vehicle and facts as the department shallrequire, and in addition thereto, if the vehicle described in suchcertificates shall have ever been licensed and operated as anexempt vehicle or a taxicab, or if it has been rebuilt after becoming a salvage vehicle, such fact shall be clearly shownthereon. All certificates of ownership of motor vehicles issued afterApril 30, 1990, shall reflect the odometer reading as provided bythe odometer disclosure statement submitted with the titleapplication involving a transfer of ownership. A blank space shall be provided on the face of the certificateof license registration for the signature of the registered owner. Upon issuance of the certificate of license registration andcertificate of ownership and upon any reissue thereof, thedepartment shall deliver the certificate of license registration tothe registered owner and the certificate of ownership to the legalowner, or both to the person who is both the registered owner andlegal owner. | rcw_46_12_055 RCW 46.12.055 Certificate of ownership--Manufactured homes. The certificate of ownership for a manufactured home may beeliminated or not issued when the manufactured home is registeredpursuant to chapter 65.20 RCW. When the certificate of ownershipis eliminated or not issued the application for license shall berecorded in the county property records of the county where thereal property to which the home is affixed is located. All licensefees and taxes applicable to mobile homes under this chapter aredue and shall be collected prior to recording the ownership withthe county auditor. [1989 c 343 § 19.] |

| rcw_46_12_075 RCW 46.12.075 Rebuilt vehicles. (1) Effective January 1,1997, the department shall issue a unique certificate of ownershipand certificate of license registration, as required by chapter46.16 RCW, for vehicles that are rebuilt after becoming a salvagevehicle. Each certificate shall conspicuously display across itsfront, a word indicating that the vehicle was rebuilt. (2) Beginning January 1, 1997, upon inspection of a salvagevehicle that has been rebuilt under RCW 46.12.030, the state patrolshall securely affix or inscribe a marking at the driver's doorlatch pillar indicating that the vehicle has previously beendestroyed or declared a total loss. (3) It is a class C felony for a person to remove the markingprescribed in subsection (2) of this section. (4) The department may adopt rules as necessary to implementthis section. | rcw_46_12_102 RCW 46.12.102 Release of owner from liability, requirementsfor. An owner who has made a bona fide sale or transfer of avehicle and has delivered possession of it to a purchaser shall notby reason of any of the provisions of this title be deemed theowner of the vehicle so as to be subject to civil liability or criminal liability for the operation of the vehicle thereafter byanother person when the owner has also fulfilled both of thefollowing requirements: (1) When he has made proper endorsement and delivery of thecertificate of ownership and has delivered the certificate ofregistration as provided in this chapter; (2) When he has delivered to the department either the noticeas provided in RCW 46.12.101(1) or appropriate documents forregistration of the vehicle pursuant to the sale or transfer.
