Certificate of Title Generally Required The owner of a vehicle subject to registration in this state, whether or not such vehicle is operated on any highway of this state, must make application for certificate of title for the vehicle if the owner has newly acquired the vehicle, he or she shall make application under s. 342.15.  If the owner applies for registration of a vehicle without holding a valid certificate of title previously issued to that owner by the department for the vehicle, he or she shall at the same time apply for a certificate of title. See Wisconsin Statutes Section 342.05 from the Wisconsin Legislature
Transfer of Interest in Vehicle   If an owner transfers an interest in a vehicle, other than by the creation of a security interest, the owner must comply with requirements of section 342.155, which covers mileage disclosure requirments, and, at the time of the delivery of vehicle, execute an assignment and warranty of title to transferee, on the certificate, and cause certificate to be mailed or delivered to transferee, except that if the vehicle being transferred is a junk vehicle, the owner must return certificate to the department in accordance with section 342.34.See Wisconsin Statutes Section 342.15
Damaged or Salvage Vehicles No person may transfer a motor vehicle without disclosing in writing to transferee whether any of the information specified in section 342.10 (3), covering vehicles damaged by floods, lemon law vehicles, and salvage vehicles is applicable to the vehicle. No transferor shall knowingly give a false statement to a transferee in making the disclosure. See Wisconsin Statutes Section 342.15
Title Held By More Than One Party Notwithstanding section 340.01 (42), any person who holds legal title of a vehicle with one or more other persons may, after June 1, 1997, transfer ownership of the vehicle under this subsection if legal title to the vehicle is held in the names of such persons in the alternative, including a vehicle held in a form designating the holder by the words "(name of person) or (name of other person)". See Wisconsin Statutes Section 342.15

Dealer Licensing Top
Vehicle Dealers, Sales Finance Licensing No motor vehicle dealer, motor vehicle salesperson or sales finance company shall engage in business as such in this state without a license therefor as provided in this section. If any motor vehicle dealer acts as a motor vehicle salesperson, he or she shall secure a motor vehicle salesperson’s license in addition to a license for motor vehicle dealer. Every motor vehicle dealer shall be responsible for the licensing of every motor vehicle salesperson in his or her employ. Any person violating this paragraph may be fined not less than $500 nor more than $5,000. See Wisconsin Statutes Section 218.01
