Wyoming Statutes Title 31 Motor Vehicles from The Wyoming State Legislature
Transfer Requires Certificate,  Except as otherwise provided for dealers, and transfers by operation of law, owner who transfers interest in vehicle for which certificate of title has been issued, must endorse an assignment and warranty of title upon certificate, with a statement of liens and encumbrances thereon. See Wyoming Statutes 31-2-104
Subscribed and Presented To County Clerk The assignment, warranty and statement must be subscribed and acknowledged by owner before a notary public, with certificate dated and delivered to transferee at time of delivering the vehicle. Except for transactions involving dealers, transferee must present the certificate to a county clerk and apply for new certificate of title for the vehicle generally within Forty-five (45) days. Licensed Dealer If transferee is a licensed dealer who holds vehicle for resale, procures certificate of title from transferor, and operates vehicle only for demonstration purposes under dealer license plates, the dealer is not required to obtain a new certificate of title, but may transfer vehicle by assignment and warranty of title upon the certificate of title, and deliver the certificate to a subsequent transferee. Damage Disclosure Statement Prior to sale, transfer or trade-in of a motor vehicle, seller, transferor or trader of vehicle must provide transferee with an accurately completed damage disclosure statement. The transferee, when applying for a certificate of title for vehicle pursuant to W.S. 31-2-103, must submit an accurately completed damage disclosure statement to county clerk. See Wyoming Statutes 31-2-104
Statement or Waiver If transferee is not provided with or cannot obtain a properly executed damage disclosure statement from transferor, he may sign a release and waiver. Except as provided by subsection, no certificate of title will be issued unless damage disclosure statement or purchaser's release accompanies application. Subsection does not apply to vehicles with more than ten (10) years of service, or to vehicles with certificates which indicate vehicle has been rebuilt, reconstructed. See Wyoming Statutes 31-2-104
Certain Damage Over $4,000  Only damage in excess of four thousand dollars ($4,000.00) per incident must be disclosed on form. "Damage" means any damage caused to vehicle by fire, vandalism, collision, weather or submersion in water, but does not include normal wear and tear, glass damage, mechanical repairs or electrical repairs that have not been caused by fire, vandalism, collision, weather or submersion in water. See Wyoming Statutes 31-2-104
